A votação do projeto que cria o Seguro Obrigatório para Proteção de Vítimas de Acidentes de Trânsito (Spvat), em substituição ao antigo Dpvat, foi adiado para a próxima terça-feira, 7, após pedido de vista coletivo na Comissão de Constituição e Justiça (CCJ) do Senado.
O seguro era pago pelos proprietários de veículos automotores e foi extinto em 2021.
O texto, enviado pelo governo federal em caráter de urgência, já foi aprovado pela Câmara dos Deputados e tem sido usado como moeda de negociação entre Executivo e Legislativo para compensar o veto presidencial que retirou RS 5,6 bilhões em emendas parlamentares do orçamento deste ano.
A negociação prevê que R$ 3,6 bilhões da arrecadação do seguro obrigatório sejam usados para o pagamento de emendas para deputados (R$2,4 bi) e senadores (1,2 bi).
O projeto recebeu uma emenda na Câmara que permite aumentar as despesas da União em R$ 15,7 bilhões neste ano.
Seguro obrigatório
Criado em 1974, o Dpvat é um seguro obrigatório destinado a indenizar vítimas de acidentes de trânsito ocorridos em todo o território nacional.
A indenização é paga em casos de morte, invalidez permanente total ou parcial e para o reembolso de despesas médicas e hospitalares da rede privada por danos físicos causados por acidentes com veículos automotores de via terrestre ou por suas cargas.
A cobrança foi extinta em 2021, quando a Caixa Econômica Federal assumiu a gestão dos recursos e pagamentos do Dpvat no lugar da Seguradora Líder, que era um consórcio de empresas privadas.
